Boughey that the Hong Kong Government's claim under 2 of the statement enclosed with his letter to you now definitely, and, finally lies`against India. Perhaps, therefore, you would rẹ- consider Boughey's suggestion that the Colonial Office should be told to advise Hong Kong to press India for settlement,
}
If, however, you are still doubtful whether the claim lies against India, we should be prepared to write to the Government of India as suggested by Eales but, as we do not appear to have been brought into this matter until I received a copy of Boughey's letter to you of 14th December, and as I am not familiar with the (40) correspondence between the Treasury and the colonial office. 18895/17/48
referred to in the last paragraph of Eales's letter, we should appreciate being provided with a draft of the letter to be sent
to the Government of India.

I am copying this to Boughey, Eales and Darby.
